"contents": "<p><span style=\"font-weight: 400;\">Once, many years ago, I happened to find myself in a rather well-appointed lodge somewhere in Mpumalanga. Someone pointed to a particular point at the bar and suggested, almost in hushed tones, that that was where a particular breakthrough happened between the government and the mining industry way back when.</span></p><p><span style=\"font-weight: 400;\">I’m not sure, but I suspect the drinks involved had more ice than froth.</span></p><p><span style=\"font-weight: 400;\">A lot has happened since then. And I’m sure you remember, as I do, how strange and strained relations between the government and business have been over the years.</span></p><p><span style=\"font-weight: 400;\">For a long time, I would go to press conference after press conference, and just get the sense that business was too scared to speak up. </span></p><p><span style=\"font-weight: 400;\">In early 2011, fewer than two years after this publication started, a younger and less-thoughtful version of myself even published what I rather grandly called </span><a href=\"https://www.dailymaverick.co.za/article/2011-02-23-a-capitalists-letter-to-bobby-godsell/\"><span style=\"font-weight: 400;\">“A capitalist’s letter to Bobby Godsell”</span></a><span style=\"font-weight: 400;\">.</span></p><p><span style=\"font-weight: 400;\">Basically, I felt that business clearly believed it did not have to be a part of the national debate. And since the national debate was changing, I felt it needed to raise its voice.</span></p><p><span style=\"font-weight: 400;\">But business is diverse. And a year later, the Black Business Council, under Sandile Zungu at the time, was lobbying the ANC for the creation of a Ministry of Small Business Development.</span></p><p><span style=\"font-weight: 400;\">They got their wish. Even if Zungu </span><a href=\"https://omny.fm/shows/the-money-show/my-money-lessons-money-football-and-business-a-con\"><span style=\"font-weight: 400;\">recently admitted</span></a><span style=\"font-weight: 400;\"> that its performance has been a disappointment.</span></p><p><span style=\"font-weight: 400;\">Perhaps the worst point in the relationship between business and government was towards the end of the Jacob Zuma period. According to legend, there was a meeting at some point in 2017 during which business organisations really laid into Zuma – while he had to watch them do it. </span></p><p><span style=\"font-weight: 400;\">I have no idea what really happened, and I obviously wasn’t in the room. But it does seem that business has lost its innocence. It realised it had to get into the battle, into the court of public opinion.</span></p><p><span style=\"font-weight: 400;\">Now, of course, the relationship between business and the government has never been better. We see all sorts of meetings and gatherings and launches. </span></p><p><span style=\"font-weight: 400;\">Which is why it’s so strange that the ancient enmity between the mining industry and the Mineral Resources Ministry still flares up.</span></p><p><span style=\"font-weight: 400;\">Yesterday (Monday, 18 August), the Minerals Council confirmed that it wanted to talk to the Mineral Resources Minister about the new proposals to change the Mineral Resources Development Bill.</span></p><p><b>Read more: </b><a href=\"https://www.dailymaverick.co.za/article/2025-08-18-sa-mining-sector-burnishes-transformation-credentials-as-battle-looms-over-draft-bill/\"><span style=\"font-weight: 400;\">SA mining sector burnishes transformation credentials as battle looms over draft bill</span></a></p><p><span style=\"font-weight: 400;\">The council’s first reaction had been a lot angrier.</span></p><p><span style=\"font-weight: 400;\">And considering that some of the suggestions in this draft bill were clearly ludicrous, it was easy to see why. </span></p><p><span style=\"font-weight: 400;\">Even the minister, Gwede Mantashe, realised the idea of forcing companies to have a BEE partner just to qualify for a prospecting right (when there is no guarantee of any money coming to anyone at the end of it) was madness. He withdrew that proposal days after first publishing it.</span></p><p><span style=\"font-weight: 400;\">I can understand some of this. It makes sense to me that mining would always be quite difficult politically.</span></p><p><span style=\"font-weight: 400;\">This industry, and the economy it created, was possibly second only to the theft of land during the colonial era in creating the racialised inequality we have now.</span></p><p><span style=\"font-weight: 400;\">It’s kind of hard to forget that.</span></p><p><span style=\"font-weight: 400;\">But I find the position of the Minerals Council – that the main aim of the bill should be to incentivise investment – quite compelling.</span></p><p><span style=\"font-weight: 400;\">It makes sense to me that we should want our mining sector to grow as much as possible, and basically to create jobs.</span></p><p><span style=\"font-weight: 400;\">From what I can see, that is not the priority of the ministry. </span></p><p><span style=\"font-weight: 400;\">Now, with the obvious exception of the Health Ministry, it seems the rest of the government is pretty keen on working with business at the moment. And it’s obvious that the more jobs are created in the next three years, the better for the ANC in future elections.</span></p><p><span style=\"font-weight: 400;\">I know I might get another angry phone call from him for saying this, but I can’t help but wonder if this is all about Mantashe. That perhaps he hasn’t changed as much as the rest of the ANC is clearly changing.</span></p><p><span style=\"font-weight: 400;\">I’m intensely curious about how this is going to go from here.</span></p><p><span style=\"font-weight: 400;\">I think the Minerals Council is right about the two big things: we want investment, and they must talk.</span></p><p><span style=\"font-weight: 400;\">And they are in a stronger position than business was back in 2011. The power of the ANC has been greatly weakened, people are desperate for jobs, and there are other officials in government who might well give the industry a hearing.</span></p><p><span style=\"font-weight: 400;\">Perhaps more importantly, public opinion probably matters more than ever before.</span></p><p><span style=\"font-weight: 400;\">I suspect that any breakthroughs this time will not come in a bar in a lodge, the location of which I can no longer remember. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
