"contents": "<p><span style=\"font-weight: 400;\">Members of the Portfolio Committee on Higher Education, Karabo Khakhau and Sihle Lonzi, who were vocal about alleged corruption and nepotism at the Sector Education and Training Authority (Seta) after it emerged that ANC politicians were going to be appointed chairpersons for the 21 Seta boards responsible for skills development, allege that senior officials were behind these appointments, including the Minister of Mineral and Petroleum Resources, Gwede Mantshe.</span></p><p><span style=\"font-weight: 400;\">On 13 May 2025, Khakhau revealed on X that then Higher Education Minister Nobuhle Nkabane had appointed ANC cadres from KwaZulu-Natal to Seta boards, including the new Deputy Minister of Higher Education and Training, Nomusa Dube-Ncube; former ANC provincial deputy chairperson Mike Mabuyakhulu; and Buyambo Mantashe, son of Gwede Mantashe.</span></p><blockquote class=\"twitter-tweet\"><p dir=\"ltr\" lang=\"en\">??Higher Ed Minister Nkabane appoints KZN ANC cadres and Mantashe’s son to SETA Boards (see list below). SETAs are not ANC cadre deployment havens, nor should… <a href=\"https://t.co/1suwSkuExw\">pic.twitter.com/1suwSkuExw</a></p><p>— Karabo Khakhau MP (@KaraboKhakhau) <a href=\"https://twitter.com/KaraboKhakhau/status/1922242331400356023?ref_src=twsrc%5Etfw\">May 13, 2025</a></p></blockquote><p><script async src=\"https://platform.twitter.com/widgets.js\" charset=\"utf-8\"></script></p><p><span style=\"font-weight: 400;\">Following this, on 14 May 2025, </span><span style=\"font-weight: 400;\">Lonzi questioned the transparency and political impartiality of the Seta board appointments but was removed from the committee meeting by chairperson Tebogo Letsie (ANC).</span></p><p><b>Read more: </b><a href=\"https://www.dailymaverick.co.za/article/2025-05-14-effs-sihle-lonzi-evicted-from-parliament-after-challenging-seta-board-appointments/\"><span style=\"font-weight: 400;\">EFF’s Sihle Lonzi evicted from Parliament after challenging Seta board appointments</span></a></p><p><span style=\"font-weight: 400;\">On the day </span><a href=\"https://www.dailymaverick.co.za/article/2025-07-18-nkabane-skips-seta-scandal-meeting-as-officials-deny-role-in-appointments/\"><span style=\"font-weight: 400;\">Nkabane ditched the 18 July committee</span></a><span style=\"font-weight: 400;\"> meeting and accountability regarding the independent panellists and the process of appointing the chairpersons, Khakhau and Lonzi both told Daily Maverick</span> <span style=\"font-weight: 400;\">that senior ANC politicians were behind these appointments.</span></p><p><span style=\"font-weight: 400;\">Khakhau said that if there was a panel, Seta director Mabuza Ngubane, who testified on 18 July and denied involvement in the controversial Seta appointments, would have sent the list of applications and nominees to the panel instead of the minister; then the panel would engage with the minister. </span></p><p><span style=\"font-weight: 400;\">“So it again begs the question: Was this panel a smokescreen to cover up the fact that the minister deliberately underwent a process of catered appointments to appoint ANC-connected politicians from KwaZulu-Natal, people who are linked to Gwede Mantashe, on the instruction of Gwede Mantashe to head up Seta board chairpersons? That’s the question that still needs to be resolved,” said Khakhau.</span></p><p><span style=\"font-weight: 400;\">She added: “There’s more than what meets the eye, and she (Nkabane) won’t run away forever. In fact, very soon we’re going to make the argument that even the [former] minister herself is merely a pawn in a game of very senior leaders of the ANC who have for many years captured many government entities, SOEs, departments, and the like. And as time goes on, we’re going to be able to expose that to the people of South Africa,” said Lonzi.</span></p><p><span style=\"font-weight: 400;\">“We’re developing an argument that these are typical decisions that are made in Luthuli House. We know how the corrupt ANC operates and how it captures SOEs. Instead of letting government officials do their work… from time to time they are summoned to Luthuli House, and they’re instructed, ‘No, put this person off.’ [We] saw that the son of Gwede Mantashe was made a chair of one of the Setas, and Gwede Mantashe is a very senior official of the ANC… The panel is Luthuli House,” he added.</span></p><h4><b>Mantashe rubbishes claims from DA and EFF</b></h4><p><span style=\"font-weight: 400;\">On 28 July Mantashe told Daily Maverick that in the ANC, he was never part of any deployment committee, and that he had nothing to do with the Seta scandal. </span></p><p><span style=\"font-weight: 400;\">“I would never influence appointments while I am not on the committee. My son is an educated adult with a master’s [degree]. So when he gets appointed, people should not say it is me… I met Lonzi and told him that you need to get educated,” said Mantshe. </span></p><p><span style=\"font-weight: 400;\">The so-called independent panel issue was concluded </span><a href=\"https://www.dailymaverick.co.za/article/2025-07-22-fired-minister-nkabanes-seta-panel-existed-in-name-only-mps-conclude/\"><span style=\"font-weight: 400;\">last week</span></a><span style=\"font-weight: 400;\">, when four panellists said they were not involved after a public outcry and </span><a href=\"https://www.dailymaverick.co.za/article/2025-06-30-sasco-joins-chorus-for-higher-education-minister-nobuhle-nkabanes-removal/\"><span style=\"font-weight: 400;\">student formations</span></a><span style=\"font-weight: 400;\"> calling for Nkabane to be removed as the Minister of Higher Education and Training. President Cyril Ramaphosa then axed Nkabane. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
