Johannesburg faces renewed power cuts threat — Eskom debt dispute unresolved

Johannesburg finds itself on the brink of darkness again as Eskom threatens power cuts over a R4.9-billion debt, while the Sanedi report remains unreleased, leaving residents and businesses in a state of uncertainty.

This development comes after months of stalled negotiations and a delayed independent report intended to resolve the metering and billing disagreements.

In November 2024, Eskom issued a notice of intention to interrupt power supply to Johannesburg, citing an outstanding debt of R4.9-billion in arrears, and an additional R1.4-billion in current charges. The City of Johannesburg and its electricity distributor, City Power, contested the charges, alleging overbilling of more than R3.4-billion.

In response, Minister of Electricity and Energy Dr Kgosientsho Ramokgopa intervened, and an agreement was reached to appoint the South African National Energy Development Institute (Sanedi) to conduct an independent assessment of the disputed amounts. The report was initially expected by 25 November 2024.

Delays and renewed tensions

Despite the agreement, the Sanedi report was submitted to the minister only about four months later. As of now, Minister Ramokgopa has not made the report public or shared its findings with stakeholders, including Johannesburg residents and businesses. This lack of transparency has led to frustration and uncertainty.

An informed source, speaking on condition of anonymity, said: “City of Johannesburg has gone a full 360 degrees. We are back where we started. City Power and City of Johannesburg have not paid and are not going to pay. So, we are triggering the original action.”

Implications for Johannesburg

The potential resumption of power cuts poses significant risks for Johannesburg, South Africa’s largest metropolitan municipality and economic hub. Previous threats of power interruptions in November 2024 had targeted key areas, including the Johannesburg CBD, Midrand and Cresta, raising concerns about the impact on businesses and residents.

Eskom maintains that the City Power’s failure to pay its Eskom electricity bills hampers the utility’s ability to provide reliable power and exacerbates its financial challenges. As of September 2024, municipal debt to Eskom stood at R90-billion, with Johannesburg being a significant contributor.

Calls for transparency and resolution

Stakeholders are urging Minister Ramokgopa to release the Sanedi report and provide clarity on the way forward. The lack of communication on the dispute has left residents and businesses in a state of uncertainty, with potential power cuts looming.

The situation underscores the need for effective intergovernmental collaboration and timely resolution of disputes to ensure uninterrupted power supply and economic stability.

Eskom’s media office and City Power had not responded to questions at the time of writing. DM

This is a developing story. Further updates will be provided as more information becomes available.

"description": "Eskom is the primary electricity supplier and generator of power in South Africa. It is a state-owned enterprise that was established in 1923 as the Electricity Supply Commission (ESCOM) and later changed its name to Eskom. The company is responsible for generating, transmitting, and distributing electricity to the entire country, and it is one of the largest electricity utilities in the world, supplying about 90% of the country's electricity needs. It generates roughly 30% of the electricity used\r\nin Africa.\r\n\r\nEskom operates a variety of power stations, including coal-fired, nuclear, hydro, and renewable energy sources, and has a total installed capacity of approximately 46,000 megawatts. The company is also responsible for maintaining the electricity grid infrastructure, which includes power lines and substations that distribute electricity to consumers.\r\n\r\nEskom plays a critical role in the South African economy, providing electricity to households, businesses, and industries, and supporting economic growth and development. However, the company has faced several challenges in recent years, including financial difficulties, aging infrastructure, and operational inefficiencies, which have led to power outages and load shedding in the country.\r\n\r\nDaily Maverick has reported on this extensively, including its recently published investigations from the Eskom Intelligence Files which demonstrated extensive sabotage at the power utility. Intelligence reports obtained by Daily Maverick linked two unnamed senior members of President Cyril Ramaphosa’s Cabinet to four criminal cartels operating inside Eskom. The intelligence links the cartels to the sabotage of Eskom’s power stations and to a programme of political destabilisation which has contributed to the current power crisis.",

Dr. Ramokgopa's immediate boss at the end of the day is Cyril Ramaphosa. The same boss who refuses to allow full disclosure of the Zondo report into ANC corruption. So, Ramokgopa has a well qualified boss in showing him how to delay a report which probably reveals corruption, incompetence, and other misdeeds. Having Panyaza Lesufi retained as a leading ANC honcho adds spice to the mix. Vote DA dammit and get this mess sorted.
